Thank you Don. That sounds like a very good idea. I will do as you advise. I will let you know either way how things develop in the work there in Chincha. God Bless you and all at WFRchurch.

Paul,
Thanks for the clarification. That is a more than reasonable budget and, at this point in time, we (WFR Relief Ministries) are able to help with additional funds. Let's give some time for your friends to have the opportunity to help, then let us know if you need more from us. We usually help some at the beginning of a disaster, then help finish off whatever needs exist at the end. Our brethren are very generous and often no additional funds are needed. Just know that you can ask for more help from us and we do have the ability to commit additional funds in an emergency as well as to help complete your plan.
God bless you and keep you,

Good morning Don, Thank you so much for the gift. It will be a great blessing. I do have a fixed budget for the Working Plan that I shared with you the other day. I have included the total cost in the same letter that I sent you before, as you requested.
God Bless you brother and our very special thanks to all who were involved in giving this precious gift sincerely paul dowell
Good to hear from you. Thank you for writing me, thank you for your concern. There are 4 rather large families that make up the church in Chincha. They all lost their homes. That is to say they will have to rebuild from the bottom up. They are sleeping outside and it is a Peruvian winter. They do not have water or electricity. Thanks be to God the medical needs are not that great. We have a doctor who is a member of our church and he is treating them and we are buying the medicine, bandages, etc. The food and water in these areas is scarce therefore the prices are very high.
During my five years in Peru the Lord has started three churches in different areas of Lima and this one in Chincha. Those of the church in Lima are very humble people, yet they have responded generously to help their brothers in Chincha. Still the need is great. In terms of start up funds, we have bought $700.00 worth of food, water, flashlights, candels, the basics. Thanks to the purchasing wisdom of the women in our congregation we were able to make that sum go further than might be expected. All the mentioned $700.00 has come from the churches that I mentioned above. We took the first gift down last Friday. When we arrived the neighbors looked on in desperate hope. You have read my first report. We made phone calls and the three churches in Lima all met in one location yesterday and made plans to take a second gift to the Church in Chincha. Tomorrow morning we are going back down with more of the basic needs. Everytime we go we have a worship service and we share the word. Tomorrow we have a group going down to Chincha from the churches in Lima. We have spent time preparing ourselves to minister to these brothers as well as the members of their families who are not yet Christians but who are searching. Because we already have a Church in Chincha we are in a great position as God uses this opportunity to open doors.
The Working Plan: 1. Food and Water: I estimate that we will need to provide food and water for at least another 2 to 3 weeks at the least. The churches here in Lima are quickly arriving to the end of their humble savings. Providing food for a week for the four is $500.00 2. Shelter Basic: We need to provide temporary housing for two more families. (we had two 10 person tents donated, that covers two families, the other two need the same) Each tent $100.00 3. Shelter long term: The houses that were lost in the earthquake represented the work and savings of many years. None of these four families has a capital to begin rebuilding, (they don't have a bank account or savings to speak of) The houses were built with adobe the first time, a very inexpensive material but not very strong. They were turned into dust in most cases.
A Plan for rebuilding...
I can get an arcitect to draw up plans for a simple house. We could build the exact same house in all four locations. This time we would use cement and brick instead of adobe or wood. In this way these families can begin again. We in Lima do not have the funds to make this happen. It will be important that these houses are build out of cement and brick, both adobe and wood are materials that do not make for a very strong house in Peru.
Our goal is to raise $12,000 to rebuild these 4 houses and provide basic necesities for three more weeks.
4. We are looking for a place to rent for services. We were meeting in one of the houses, 30 to 40 people. That house no longer exists and the number of people who come to listen to the word and to worship is growing. We in Lima can assume this cost. I do not mention it as a need that we can't meet, I mention it as part of the plan we have to take the word of God to the neighbors who are now arriving to the worship services.
We appreciate any help that you can send us. I will be going back to Chincha tomorrow. I expect to be gone until early in the morning the next day. You could reach me by phone on Wednesday at home 011-511-365-4674 or cell phone 011-511-9-649-5773. You can reach me on the cell at anytime that I am not preaching or teaching.

Paul,
I got both your emails. You are welcome to call me at 828-891-5562. It might be helpful, but it doesn't seem urgent.
Thanks for the info on who is working with whom or is it the other way? Anyway, we will try to help both organizations. I think I did tell you that I have asked the church here where I live to send you a check for $3,000 which was approved and should be in the mail to your sponsoring church. If you don't get the check by Monday (to your sponsor), please let me know.
Feel free to call me or not, as you like.

Don
I just got back from Chincha a few minutes ago. Sorry that I wasn't able to get back to you sooner. We started the process of gathering a budget. I am expecting to get the final numbers tonight or early in the morning. We are looking at 4 structures to be built of cement and brick. I know of Tom Seals, he works with another church here in Lima. He has been coming down and working medical mission campaigns now for serveral years. Though I know of him I have never worked with him. I heard that he was organizing with a couple of churches in Lima to take aid down to Ica and Pisco. A little further south of Chincha. I will not therefore have access to the funds being sent via Tom Seals as they are planning to work in a different area.
I just called those in Chincha again and made it clear we need the final answers quickly. I then will respond to you with the same email as before including the line you requested. I hope that our slow response doesn't put you in a bind, I sure appreciate your efforts on our behalf. And if you every get the chance to come to Peru, come on, I will translate for you :)...

Paul,
Do you have a working phone? I tried and got a recording. I don't speak Spanish. Should I try again or just use email? I don't HAVE to talk to you, but it might be helpful to us both.
Your report, both reports, are excellent. The second one with the detailed plan is exactly what I need, however I think you will need much more money, right? If I can get a comment back from you this morning or even early PM I might be able to do better. Could you just use this email, but put a "I would like $xxxx to really start up a relief effort here? Just put in what you consider a resonable, serious amount and I will try. I have to run it past 7 other Christians first.
I did tell you we sent $5,000 via Tom Seals. Will you have access to those funds or supplies or will they work in different areas? What is the relationship?
If I spoke Spanish I would offer to come to Peru, but, especially with only English, I don't think I would be much help.
Thanks again for your report. Now, if possible, we need a request.
